GSA Program Manager

Duty Description: Provides oversight of 3 to 6 simultaneous projects, with both technical and administrative responsibilities to ensure that projects are properly scoped, and that technical requirements are feasible. Responsible for bringing new technology into current designs where appropriate. Provides appropriate reporting and project tracking information. Personnel management authority to include hiring and firing all designers and developers.

Qualifications: Education: Master's level education in technical and/or business administration. An additional 2 years industry experience which fits within the scope of Leadership and Development experience outlined below may be substituted for a Master's degree, but in all cases education will include a 4-year technical degree.

Leadership Experience: Five or more years leadership experience as a military officer or civilian project manager. Familiarity with PERT, Gantt and quantitative project leadership techniques.

Development Experience: Software development experience totaling four years, with at least two years involving world wide web Internet development. Two years database experience with SQL-based databases such as Oracle, SQL-server or DB2.

Communications Experience: Strong communications skills including verbal and written skills for presentations to department and facility-wide audiences. English composition and technical writing college coursework. Published work in the form of technical articles, post-graduate thesis or dissertation, or conference presentations made available for inspection.
